The Vicksburg Warren School District controls and manages approximately 10,097.29 acres of Sixteenth Section Public School Trust Lands.

GENERAL INFORMATION 

Sixteenth Section Lands is based on a system of land classification.  Those classifications are:

  • Agriculture Land...Land most suitable for pasturage or cultivation

  • Commericial Land...Land most suitable for wholesale or retail business, financial institutions, professional offices land clinics, service trades and occupations, privately owned public utilities and similar business

  • Farm-Residential Land...Land utilized for agricultural purposes

  • Forest Land (Hunting & Fishing)...Land which is present forest or wateland or land which will produce a maximum of revenue by utillization to produce timber or other forest products.

  • Industrial Land...Land most suitable for port, harbor, industrial manufacturing, or warehouse use.

  • Recreational Land...Land most suitable for uses which provided for activities or service of a recreational natrure such as, but not limited to , parks, campsites, lodges, and similar uses and facilities.

  • Residential Land...Land upon which a lessee or board-approved sublessee is residing.

  • Other Land...Land which is not suitable for any of the uses described above.

Hunting &  Fishing Leases

  • Huntinng & Fishing Leases are available by a competitive bidding process

  • Hunting & Fishing Leases are not renewable.  At the expiration of the lease, the lessee must bid at public contract in order to lease the premises again.

  • Notices to Bid will be for two successive weeks; at least 10 days prior to opening.

  • Opening of Bids will be at a regular or special meeting of the board, all participants including current lessees must bid and be present at the opening of the bids or send a representative.

  • Current Lessee has the right to match highest bidder.

  • Rental payment is due annually

  • The maximum term for a hunting and fishing leases on Forest Land in Vicksburg Warren County Schools District is 5 years.

 Agriculture Leases

  • Agriculture Leases are available by a competitive bidding process.

  • An existing agriculture lessee has NO right to match a higher bid.  However, lessee can tender a second bid of at least one hundred five (105%) of the highest acceptable sealled bid.

  • Notices to Bid will be for two successive weeks; at leaat 10 days prior to opening; no more than 4 months before expiration of existing lease.

  • Opening of Bids will be at a regular or special meeting of the board, all participants including current lessees must bid and be present at the opening of the bids or send a representative.

  • Current Lessee does not have the right to match highest bidder.

  • Rental payment is due annually

  • The maximum term for Agriculture leases is 10 years for rice and pastrue leases and five years for all other agricultural purposes.  All agricultural leases must be made to expire on Decemer 31 of the final year of the lease term.

  • An existing agriculture lessee can request a one-time (5) year extension of the lease.  Approval is needed from the Secretary of State's Office.

Recreational

  • Recreational Leases fair market rental amount is detmined by an apprisal, compartative analysis or a comparison with the private sector.

  • Rental payment is due annually.

Residential

  • Residential Leases fair market rental amount is determined by an appraisal, comparative analysis or a comparison with the private sector.

  • Person interested in the resident must address a letter of interest to the Board of Directors.

  • Opening of BIds will be at a regular special meeting of the board, all participants including current lessees must be present at the opening of the bids or send a representative.

  • Rental payment is due annually.

  • Rental adjustmtent clause will be included in the lease.

  • The maximum term for a residential lease is five (5) years.

  • Suvh lands shall not exceed five (5) acres.

Taxes on Leased Sixteenth Section Land

All Sixteenth Section Lands, once they are leased are subjmect to assessment and payment of ad valorem taxed. 

The lessee is liable for the payment of the taxes, and the lease may be cancelled for failure to pay taxes.
